Caspian Energy Services (CES) contracted Cairns Limited to prepare a Feasibility Study and Master Plan for the development of a former military base contiguous to the AGIP KCO base in Bautino Harbour. A Business Plan establishing the financial case and implementation programme was prepared following extensive market research.

 

Potential anchor client, Baker Hughes, submitted proposals for a Drilling Fluids Complex (Mud Plant) which were incorporated into the design proposals. A straight-line quay of 250 meters and 5 other jetty options were considered. The development incorporated two distinct Zones: Zone A for the development of a Marine Supply Base with 250m quay capable of taking deep water vessels (8m) and Zone B for the development of a separate multiple-user offshore technology services park. During the survey stage, extensive consultation was carried out with the other interests in Bautino Harbour as well as with the regulatory authorities and the Agip KCO District team in Atyrau and  Bautino.

 

The deliverables included the Master Plan;  Market Research Report; Business Plans with multiple options and a Land and Property Valuation Report.
