Commissioned by Kazakhoil and the World Bank, AIM (Alliance International Management) Inc of Houston and Cairns Limited jointly prepared the development programme for the initial phased support infrastructure for offshore oil and gas. An extensive study was made of the Kazakh, FSU and international legislative and regulatory framework for environmental compliance in Kazakhstan as sought by the World Bank as a pre-requisite for funding projects within the programme.
