Commissioned by Balfour Beatty Dillingham JV, Cairns Limited prepared a Master Plan for oil and gas related development within the sub regional area of Tyub Karagan incorporating the communities of Fort Shevchenko, Bautino and Atash. The Master Plan incorporated transportation planning, public and industrial utilities, land use zoning, marine supply and support facilities, housing and other civil support infrastructure.
